CAIRO - 9 MAY 2026

Egyptian President Abdel Fattah El-Sisi is attending today the inauguration of the new headquarters of Senghor University in New Borg El Arab City, alongside French President Emmanuel Macron and a number of African officials.
The inauguration reflects the growing Egyptian-French partnership in the fields of education, culture, and development cooperation, while also highlighting Egypt’s role as a regional hub for higher education and Francophone academic exchange in Africa.
Founded in 1989 under the umbrella of the International Organization of La Francophonie, Senghor University has long served as one of the leading institutions focused on sustainable development and capacity-building across the African continent.
The university specializes in preparing professionals and future leaders in sectors linked to development, governance, public administration, environment, healthcare, and international cooperation.
Over the years, the institution has built a strong reputation as a Francophone academic platform connecting African expertise with international educational standards and development strategies.
Senghor University has become one of the most important academic bridges linking Francophone cooperation with African development priorities.
Educational cooperation perspective
The new campus in Borg El Arab is expected to significantly strengthen the university’s academic capabilities and expand its regional role in training future African leaders and professionals across multiple sectors.
The move also reflects Egypt’s broader strategy of positioning itself as a regional center for education, research, and academic cooperation, particularly within Africa.
Borg El Arab itself has increasingly emerged as a growing educational and development hub, supported by infrastructure expansion and investment in universities, technology, and industrial projects.
Key sectors linked to development, governance, and regional cooperation.

The event comes as part of French President Emmanuel Macron’s official visit to Egypt, which includes discussions on regional developments, economic cooperation, education, and cultural ties between Cairo and Paris.
Over recent years, Egyptian-French relations have expanded significantly beyond traditional diplomacy to include major cooperation in defense, infrastructure, transportation, higher education, renewable energy, and Mediterranean security.
Education and culture remain among the quieter but increasingly important dimensions of the relationship, particularly through Francophone institutions, academic exchange programs, and joint educational initiatives.
Hosting the expanded Senghor University campus also reinforces Egypt’s growing role as a regional educational destination for African and Arab students.
In recent years, Egypt has invested heavily in higher education infrastructure, international university partnerships, technology-based learning systems, and specialized academic institutions aimed at attracting students from across the continent.
The presence of Senghor University in Borg El Arab fits within that broader vision of turning Egypt into a center for regional knowledge production, professional training, and academic diplomacy.
Beyond the official ceremony, the inauguration of Senghor University’s new headquarters reflects a deeper shift in Egyptian-French relations, one increasingly shaped not only by strategic interests, but by investment in education, youth, and Africa’s future development.
